Position Summary

HealthEdge is seeking a Manager, DevOps to lead the offshore DevOps engineering team supporting HealthRules® Payer (HRP) and related platforms. This role owns day-to-day delivery, technical direction, and people leadership for the India-based DevOps organization, reporting to the Director, DevOps (India). The Manager will partner closely with onshore DevOps leadership, HRP Engineering, Release Management, InfoSec, and Infrastructure Platform teams to execute the CI/CD modernization, AWS migration, and security remediation roadmap while building a resilient, well-coached team.

This is a hands-on people-management role: the Manager is expected to run day-to-day operations, remove blockers, coach engineers, and represent the offshore team's work and capacity accurately to onshore leadership — not simply relay status upward.

Key Responsibilities

Team Leadership & Delivery Management

  • Manage and coach a team of offshore DevOps engineers, including 1:1s, performance feedback, and career development plans.
  • Own sprint and quarterly planning for the offshore DevOps workstreams, ensuring realistic capacity allocation across CI/CD, security remediation, and AWS migration initiatives.
  • Identify and remediate single-point-of-failure (SPOF) risk within the team by building cross-training plans and documented ownership for critical systems (CI/CD infrastructure, release tooling, environment automation).
  • Provide regular, accurate status reporting to the Director, DevOps and onshore leadership using a decision-focused format (hot topics, upcoming milestones, blockers, risks).
  • Escalate ownership, scope, or resourcing conflicts early, with clear recommendations rather than status updates alone.

CI/CD & Platform Engineering Oversight

  • Guide execution of the Jenkins-to-GitHub Actions migration, including EKS-based runner architecture, GitHub Apps authentication, and CI/CD pipeline modernization.
  • Oversee Infrastructure-as-Code (CDK/Ansible) provisioning for internal environments (Dev, QA, Perf, Shared, Preprod), maintaining the boundary that DevOps owns internal environments while Release Management owns customer-facing environments.
  • Drive the Azure-to-AWS migration workstream for internally owned environments, coordinating with Infrastructure Platform and networking teams to resolve cutover blockers.
  • Ensure code release, build, and deployment tooling (Nexus, Sonar, Jenkins) is kept current, secure, and migrated per the platform roadmap.

Security & Compliance Execution

  • Lead the offshore team's execution of Q4 security initiatives originating from InfoSec, including dependency-tree generation, secrets detection/rotation, vulnerable-commit blocking, and Wiz runtime integration.
  • Own DevOps' portion of the secrets remediation program: guardrail tooling, Secrets Manager/Vault integration, and coordination with repo owners and Release Management on rotation.
  • Maintain clear RACI boundaries when scoping security work — DevOps owns pipeline-level guardrails; repo and environment owners drive remediation; Release Management owns customer-environment actions.
  • Support FedRAMP 20x and CMS POC evidence requirements as they relate to DevOps-owned controls (STIG AMIs, TLS, Secrets Manager, GitHub Apps, IaC).

Cross-Functional Partnership

  • Partner with the Director, DevOps, onshore senior ICs, and HRP Engineering leadership to align on architecture, release cadence, and upcoming platform changes before they reach the team mid-quarter.
  • Represent the offshore team in the monthly DevOps/Engineering cadence and biweekly senior IC forums, surfacing toil, risk, and proactive architectural concerns.
  • Coordinate with Infrastructure Platform, InfoSec, and Release Management to resolve cross-team ownership gaps before they become production issues.

Required Qualifications

  • 8+ years of experience in DevOps, Site Reliability, or Platform Engineering roles, with at least 2–3 years in a people-management or team-lead capacity.
  • Demonstrated experience managing distributed or offshore engineering teams, including performance management and coaching plans.
  • Strong hands-on background in CI/CD tooling (Jenkins, GitHub Actions), Infrastructure-as-Code (AWS CDK, Ansible, Terraform), and cloud platforms (AWS required; Azure a plus).
  • Working knowledge of GitHub administration, including GitHub Apps, PAT-to-App migrations, and repository governance at scale (400+ repositories).
  • Experience with artifact and dependency management tooling (Nexus, Sonar) and secrets management platforms (HashiCorp Vault, AWS Secrets Manager).
  • Familiarity with security remediation workflows: vulnerability scanning, dependency-tree analysis, secrets rotation, and runtime security tooling (e.g., Wiz).
  • Strong written and verbal English communication skills; ability to produce concise, decision-focused updates for senior leadership.
  • Demonstrated ability to identify and resolve single-point-of-failure risk and to build redundancy into critical operational functions.

Preferred Qualifications

  • Experience supporting healthcare technology, claims processing, or other regulated/compliance-heavy platforms.
  • Familiarity with FedRAMP, HITRUST, or similar compliance frameworks.
  • Experience with Kubernetes (EKS) for CI/CD runner infrastructure or application workloads.
  • Exposure to DORA metrics and engineering-productivity measurement programs.
  • Prior experience operating in a matrixed organization with distinct onshore/offshore reporting lines.

What Success Looks Like in the First 6 Months

  • Offshore team capacity, ownership, and SPOF risks are documented and actively being mitigated through cross-training.
  • Jenkins-to-GitHub Actions and AWS migration workstreams are progressing against a jointly owned, realistic timeline with clear blockers surfaced early.
  • Security remediation items owned by DevOps show measurable burn-down, with clean ownership boundaries agreed upon with InfoSec and Release Management.
  • The Director, DevOps and onshore leadership have consistent visibility into offshore delivery through structured, decision-focused reporting.
